Dear Senator Legarda,
I, Dr. Cesar D. Candari, a native of Pandan, Antique, Philippines and now residing in Nevada, USA, strongly protest the planned mining operations in the Northwest Panay Peninsula Natural Park in Western Visayas. Be it known that PROCLAMATION NO. 186 DECLARED THE MOUNTAIN RANGES OF NORTHWEST PANAY PENINSULA SITUATED IN THE MUNICIPALITIES OF NABAS, MALAY, BURUANGA, PROVINCE OF AKLAN, AND MUNICIPALITIES OF LIBERTAD AND PANDAN IN THE PROVINCE OFANTIQUE, ARE PROTECTED AREAS PURSUANT TO R.A.7586 (NIPAS ACT OF 1992) AND SHALL BE KNOWN AS THE NORTHWEST PANAY PENINSULA NATURALPARK AND MUST NOT BE SUBJECT TO MINING EXPLORATIONS.
I am extremely concerned of the familiar catastrophic impact on the environment and the serious health vulnerability the mine will create on the residents of Pandan and Libertad. This potential hazardous and toxic chemical contamination of the environment and water resource degradation are risks we must prevent from occurring in our land. These damages could last for decades. I would like to ask your office to help us in protecting Northwest Panay Peninsula as a Natural Park. A Bill must be introduced in the House like what Romblon has done. (An Act Declaring the Province of Romblon a Mining Free Zone and Providing Penalties for Violations Thereof.)
